Memorial Day, On-Call Employees, and the Importance of a Comprehensive Drug-Free Workplace Policy

Memorial Day is a time to honor those who have served our country, but it’s also widely recognized as the unofficial start of summer. For many employees, the long weekend brings barbecues, travel, and celebrations. However, for organizations with on-call employees, the holiday presents a unique challenge: how to balance time off with workplace safety and accountability.

This is where a well-crafted Drug-Free Workplace Policy becomes critically important—especially when it clearly addresses expectations for employees who are on call.

On-call employees occupy a gray area that can easily be misunderstood. While they may not be actively working, they are still responsible for being ready to respond at any moment. During holidays like Memorial Day, when alcohol and recreational substance use may increase, the risk of impairment among on-call staff becomes a serious concern.

Employers must ask:

  • Does your policy clearly define what “on call” means?

  • Are employees aware that being on call requires them to remain fit for duty?

  • Does your policy address substance use during on-call periods?

If the answer to any of these questions is unclear, your organization may be exposed to safety risks, liability, and inconsistent enforcement.

A strong Drug-Free Workplace Policy should do more than prohibit substance use during scheduled work hours. It should explicitly include expectations for on-call employees, such as:

  • Fitness for Duty: On-call employees must be able to report to work immediately and perform their duties safely.

  • Prohibited Use During On-Call Periods: Clear language that alcohol or drug use is not permitted while on call.

  • Consequences for Violations: Defined disciplinary actions if an employee cannot respond due to impairment.

  • Supervisor Guidance: Training for managers on how to handle suspected impairment in on-call situations.

Without these elements, policies can become difficult to enforce and may fail to protect both employees and the organization.

Holidays like Memorial Day serve as a timely reminder to review and reinforce your policies. Communication is key—employees should be reminded ahead of the holiday weekend about expectations if they are scheduled to be on call.

Consider:

  • Sending a pre-holiday reminder about on-call responsibilities

  • Encouraging employees to clarify schedules in advance

  • Reinforcing a culture of safety and accountability

A comprehensive Drug-Free Workplace Policy is not just about compliance—it’s about protecting your workforce, your reputation, and your operations. When expectations are clear and consistently communicated, employees are more likely to make responsible decisions, even during high-risk times like holidays.

Including on-call expectations in your policy demonstrates that your organization is proactive, thorough, and committed to safety at all times—not just during regular business hours.
